          企(qi)業(ye)安(an)(an)全(quan)(quan)(quan)管理工作內容很多,包括外(wai)部政(zheng)府機關(guan)的行(xing)政(zheng)審批、監督(du)鑒(jian)定、審核驗收,社會上的公民投訴(su)、社區監督(du)、媒體(ti)(ti)輿論,和(he)(he)公司(si)內部的組織架(jia)構、規章制度、崗位職責等。從實際(ji)的開展和(he)(he)可控性來看,最為主要(yao)和(he)(he)切實可行(xing)的是(shi)從公司(si)內部著手。做好自身(shen)企(qi)業(ye)安(an)(an)全(quan)(quan)(quan)文(wen)(wen)化(hua)建設,提升企(qi)業(ye)安(an)(an)全(quan)(quan)(quan)生產治理水平,創建“本質(zhi)安(an)(an)全(quan)(quan)(quan)”型(xing)企(qi)業(ye),要(yao)分三(san)個步驟進(jin)行(xing),一是(shi)培基固(gu)本,構筑全(quan)(quan)(quan)局體(ti)(ti)系,二是(shi)推陳出新(xin),更新(xin)安(an)(an)全(quan)(quan)(quan)理念,三(san)是(shi)凝(ning)魂聚氣,打造安(an)(an)全(quan)(quan)(quan)文(wen)(wen)化(hua)。

          一、多(duo)維立(li)體,細化(hua)責任,構筑(zhu)全局體系。企(qi)業(ye)的(de)安(an)全(quan)(quan)管理(li)體(ti)系建設應(ying)以(yi)確(que)立正(zheng)確(que)的(de)安(an)全(quan)(quan)指導(dao)思想和方針為(wei)(wei)基礎(chu),以(yi)建立契合、有(you)效的(de)安(an)全(quan)(quan)組織機構為(wei)(wei)載體(ti),以(yi)健全(quan)(quan)完善(shan)的(de)安(an)全(quan)(quan)規章(zhang)制(zhi)度(du)為(wei)(wei)保障,以(yi)切(qie)實有(you)力的(de)安(an)全(quan)(quan)監管措施(shi)為(wei)(wei)重點(dian),以(yi)提高全(quan)(quan)員安(an)全(quan)(quan)素質(zhi)為(wei)(wei)靈魂,層(ceng)層(ceng)相扣立體(ti)布局,構筑企(qi)業(ye)安(an)全(quan)(quan)發展(zhan)框架體(ti)系。

          首先要(yao)樹(shu)立(li)“生(sheng)命重于泰山(shan)”的(de)思想,明(ming)確“安(an)(an)(an)全(quan)(quan)(quan)第一(yi),預(yu)防為主”的(de)方針(zhen),由此把(ba)握好(hao)(hao)整個工作的(de)大方向(xiang),充(chong)分培(pei)(pei)養每位(wei)(wei)員(yuan)工的(de)安(an)(an)(an)全(quan)(quan)(quan)意(yi)識和(he)安(an)(an)(an)全(quan)(quan)(quan)責(ze)任(ren)擔當。其次(ci)設立(li)完備的(de)安(an)(an)(an)全(quan)(quan)(quan)組織(zhi)機構(gou),從(cong)安(an)(an)(an)委(wei)會到專職安(an)(an)(an)全(quan)(quan)(quan)管(guan)理(li)機構(gou),再到基(ji)層(ceng)的(de)工作人(ren)員(yuan),遵循層(ceng)次(ci)適度(du)(du)(du)、分級管(guan)理(li)的(de)原則,結合(he)企業(ye)(ye)自身(shen)(shen)的(de)人(ren)員(yuan)組織(zhi)架構(gou),構(gou)建全(quan)(quan)(quan)員(yuan)安(an)(an)(an)全(quan)(quan)(quan)生(sheng)產責(ze)任(ren)制,做好(hao)(hao)實現(xian)目標的(de)組織(zhi)保(bao)證。三(san)要(yao)制定(ding)(ding)好(hao)(hao)與(yu)全(quan)(quan)(quan)員(yuan)崗位(wei)(wei)職責(ze)相匹配的(de)規(gui)章制度(du)(du)(du),突出“黨(dang)政同責(ze),一(yi)崗雙(shuang)責(ze)”的(de)總體要(yao)求,具有可操作性、針(zhen)對性,責(ze)任(ren)清楚,并經(jing)過教(jiao)育培(pei)(pei)訓、簽(qian)訂責(ze)任(ren)狀等措(cuo)施使安(an)(an)(an)全(quan)(quan)(quan)生(sheng)產責(ze)任(ren)落(luo)實到位(wei)(wei)。四(si)是制定(ding)(ding)安(an)(an)(an)全(quan)(quan)(quan)計劃,落(luo)實監(jian)督檢(jian)查,企業(ye)(ye)要(yao)根據自身(shen)(shen)實際情況和(he)安(an)(an)(an)全(quan)(quan)(quan)生(sheng)產工作要(yao)求,定(ding)(ding)期研判安(an)(an)(an)全(quan)(quan)(quan)生(sheng)產形式,主要(yao)負責(ze)人(ren)、安(an)(an)(an)全(quan)(quan)(quan)分管(guan)負責(ze)人(ren)帶隊開展常態化(hua)安(an)(an)(an)全(quan)(quan)(quan)生(sheng)產監(jian)督檢(jian)查,基(ji)層(ceng)管(guan)理(li)人(ren)員(yuan)加強現(xian)場安(an)(an)(an)全(quan)(quan)(quan)監(jian)察。五要(yao)提升全(quan)(quan)(quan)員(yuan)安(an)(an)(an)全(quan)(quan)(quan)素質,從(cong)管(guan)理(li)者(zhe)開始(shi)進行安(an)(an)(an)全(quan)(quan)(quan)培(pei)(pei)訓,學(xue)習安(an)(an)(an)全(quan)(quan)(quan)生(sheng)產知識,掌握安(an)(an)(an)全(quan)(quan)(quan)操作技術(shu),杜絕違章指(zhi)揮,基(ji)層(ceng)人(ren)員(yuan)結合(he)各項規(gui)章制度(du)(du)(du)、事故案例分析,推(tui)動安(an)(an)(an)全(quan)(quan)(quan)教(jiao)育長(chang)效(xiao)化(hua)、制度(du)(du)(du)化(hua),提高全(quan)(quan)(quan)員(yuan)安(an)(an)(an)全(quan)(quan)(quan)意(yi)識和(he)素質。

          二、把握內涵,轉(zhuan)換思想,更新安全理念。隨著新《安(an)(an)全(quan)(quan)(quan)生產法》的(de)(de)實(shi)(shi)施(shi),明確(que)提出(chu)安(an)(an)全(quan)(quan)(quan)生產人人都(dou)是(shi)主角,沒有旁觀者,每(mei)(mei)一(yi)(yi)個部(bu)(bu)門、每(mei)(mei)一(yi)(yi)個崗位、每(mei)(mei)一(yi)(yi)個員工(gong)(gong)都(dou)不(bu)(bu)同程度(du)(du)(du)直接(jie)或間(jian)接(jie)影響安(an)(an)全(quan)(quan)(quan)生產。公(gong)司(si)組織架構來看應分為管(guan)(guan)(guan)理(li)層、中(zhong)層和(he)基層三個層級,其中(zhong)最(zui)為主要(yao)的(de)(de),無疑(yi)于是(shi)管(guan)(guan)(guan)理(li)層。管(guan)(guan)(guan)理(li)層需(xu)要(yao)對(dui)(dui)企業(ye)(ye)(ye)做出(chu)決策,還需(xu)要(yao)改變(bian)、更新對(dui)(dui)安(an)(an)全(quan)(quan)(quan)的(de)(de)認知,這不(bu)(bu)僅決定(ding)著決策的(de)(de)準確(que)性,上行下(xia)效也影響著整個公(gong)司(si)的(de)(de)安(an)(an)全(quan)(quan)(quan)氛圍,要(yao)深刻意識到安(an)(an)全(quan)(quan)(quan)工(gong)(gong)作(zuo)(zuo)并不(bu)(bu)僅是(shi)安(an)(an)全(quan)(quan)(quan)部(bu)(bu)門的(de)(de)事(shi)情,而(er)是(shi)“管(guan)(guan)(guan)行業(ye)(ye)(ye)必須管(guan)(guan)(guan)安(an)(an)全(quan)(quan)(quan)、管(guan)(guan)(guan)業(ye)(ye)(ye)務(wu)必須管(guan)(guan)(guan)安(an)(an)全(quan)(quan)(quan),管(guan)(guan)(guan)生產經(jing)營(ying)必須管(guan)(guan)(guan)安(an)(an)全(quan)(quan)(quan)”,安(an)(an)全(quan)(quan)(quan)部(bu)(bu)門做好顧問和(he)監督,形成(cheng)責任匹(pi)配,從而(er)真正貫徹(che)(che)《安(an)(an)全(quan)(quan)(quan)生產法》的(de)(de)理(li)念和(he)要(yao)求。而(er)對(dui)(dui)于中(zhong)層,則(ze)需(xu)要(yao)協(xie)調好規章的(de)(de)落實(shi)(shi)和(he)現場的(de)(de)施(shi)工(gong)(gong),分配好資(zi)源的(de)(de)調度(du)(du)(du)和(he)監管(guan)(guan)(guan)的(de)(de)把控,做到承接(jie)理(li)念與施(shi)工(gong)(gong)、制度(du)(du)(du)與落實(shi)(shi)“橋梁”般(ban)的(de)(de)管(guan)(guan)(guan)理(li)工(gong)(gong)作(zuo)(zuo)。對(dui)(dui)于一(yi)(yi)線基層員工(gong)(gong),需(xu)要(yao)嚴格按規章制度(du)(du)(du)執行日常工(gong)(gong)作(zuo)(zuo),做好現場危險源的(de)(de)評估、一(yi)(yi)線工(gong)(gong)人的(de)(de)交底(di)、進度(du)(du)(du)施(shi)工(gong)(gong)的(de)(de)管(guan)(guan)(guan)控,自(zi)覺(jue)做到執行、貫徹(che)(che)、落實(shi)(shi)。

          三、整合力量,知行合一,打造安全文(wen)化。在實(shi)(shi)際工作中,生(sheng)產情況錯綜復(fu)雜,人員行為(wei)狀態不確(que)定(ding)性因素多,事(shi)故和傷(shang)害的發生(sheng)同樣具(ju)有偶然性,制(zhi)定(ding)制(zhi)度規章,構造監管體系(xi),并不能完(wan)全(quan)覆蓋所有事(shi)故發生(sheng)可能,要想實(shi)(shi)現企業真正(zheng)的長治久安,打造安全(quan)文化建設才是良策。
