“管理”與“執行”是安全生產的關鍵 ——吳建凱 水利地產水沐韶華項目負責人 近年(nian)來,國內外(wai)重大事(shi)故頻(pin)頻(pin)發生(sheng)(sheng)(sheng),令人觸(chu)目驚(jing)心,大家也都深深體(ti)(ti)會(hui)到:“安(an)(an)(an)(an)全(quan)第一(yi),平(ping)安(an)(an)(an)(an)是福”。作(zuo)為安(an)(an)(an)(an)全(quan)生(sheng)(sheng)(sheng)產(chan)(chan)一(yi)線(xian)管(guan)理人員,在工作(zuo)中應該把安(an)(an)(an)(an)全(quan)生(sheng)(sheng)(sheng)產(chan)(chan)作(zuo)為頭等大事(shi)來抓(zhua),堅持“安(an)(an)(an)(an)全(quan)第一(yi)、預防為主、綜合治理”的方針,克(ke)服麻痹(bi)(bi)松(song)勁(jing)思(si)想,牢(lao)固(gu)樹立“注重安(an)(an)(an)(an)全(quan)就是珍(zhen)愛生(sheng)(sheng)(sheng)命(ming)”的思(si)想。房地產(chan)(chan)項目建設屬于(yu)長周期的安(an)(an)(an)(an)全(quan)生(sheng)(sheng)(sheng)產(chan)(chan)項目,“千里之堤,潰(kui)于(yu)蟻穴”,些許的麻痹(bi)(bi)大意,都可能帶來嚴重的不良后果。安(an)(an)(an)(an)全(quan)生(sheng)(sheng)(sheng)產(chan)(chan)不僅關(guan)系(xi)到公司(si)的生(sheng)(sheng)(sheng)存和發展,更關(guan)系(xi)至每個(ge)員工的生(sheng)(sheng)(sheng)命(ming)安(an)(an)(an)(an)全(quan)和家庭(ting)幸福美滿,因此“管(guan)理”與“執行(xing)”是否有力和到位是安(an)(an)(an)(an)全(quan)生(sheng)(sheng)(sheng)產(chan)(chan)的關(guan)鍵,我從以(yi)下幾點闡述一(yi)下自(zi)己的觀點: 一、安全意識 水沐韶華項目從2020年開工,在全體人員共同努力下,至今實現了“零事故”“零傷亡”的管理目標,本項目一期即將交付,二期計劃于2024年8月底交付,目前正處于精裝修施工階段。大型機械設備及危險源基本已經消除,但越是在收尾階段,人的思想越容易松懈,越容易發生安全事故,所以項目一直貫徹工作必須要主動管理,秉承著“我要安全”,而不是“要我安全”的意識,始終認為安全管理是企業生存和發展的基礎,切實做好日常安全管理工作。 二、安全管理 項(xiang)(xiang)目(mu)上做(zuo)好安(an)(an)(an)全(quan)(quan)日常巡查(cha)是每(mei)個人必須(xu)要做(zuo)的(de)事情(qing)(qing),每(mei)周項(xiang)(xiang)目(mu)部組織(zhi)監理單(dan)位(wei)(wei)、總包單(dan)位(wei)(wei)進行(xing)一次(ci)安(an)(an)(an)全(quan)(quan)專項(xiang)(xiang)檢(jian)(jian)(jian)查(cha),發現(xian)的(de)問(wen)題(ti)及時(shi)(shi)通(tong)過(guo)明源移動安(an)(an)(an)檢(jian)(jian)(jian)要求(qiu)施(shi)(shi)工(gong)單(dan)位(wei)(wei)按時(shi)(shi)消除(chu)(chu)安(an)(an)(an)全(quan)(quan)隱患(huan),并定期進行(xing)復查(cha),確認整(zheng)(zheng)改(gai)(gai)完成才給予審核通(tong)過(guo)。每(mei)月進行(xing)一次(ci)綜合性(xing)(xing)安(an)(an)(an)全(quan)(quan)大(da)(da)檢(jian)(jian)(jian)查(cha),對于危大(da)(da)工(gong)程(cheng)重點排(pai)查(cha)隱患(huan),督促施(shi)(shi)工(gong)單(dan)位(wei)(wei)新進的(de)工(gong)人必須(xu)進行(xing)安(an)(an)(an)全(quan)(quan)三級教育、每(mei)日班(ban)前(qian)晨會、建立大(da)(da)型機(ji)械(xie)設(she)備使用臺(tai)賬(zhang)等。針對高頻率安(an)(an)(an)全(quan)(quan)事故發生(sheng)情(qing)(qing)況,組織(zhi)參(can)與施(shi)(shi)工(gong)單(dan)位(wei)(wei)做(zuo)好安(an)(an)(an)全(quan)(quan)演練,每(mei)月一次(ci)大(da)(da)型機(ji)械(xie)設(she)備安(an)(an)(an)全(quan)(quan)檢(jian)(jian)(jian)查(cha),檢(jian)(jian)(jian)查(cha)發現(xian)的(de)問(wen)題(ti)及時(shi)(shi)要求(qiu)施(shi)(shi)工(gong)單(dan)位(wei)(wei)進行(xing)整(zheng)(zheng)改(gai)(gai),每(mei)兩月進行(xing)一次(ci)第三方飛檢(jian)(jian)(jian),并把(ba)飛檢(jian)(jian)(jian)成績(ji)直接與進度款支付掛(gua)鉤,只(zhi)有(you)通(tong)過(guo)這(zhe)樣系統性(xing)(xing)的(de)檢(jian)(jian)(jian)查(cha)與整(zheng)(zheng)改(gai)(gai)復查(cha),才能(neng)盡(jin)可能(neng)消除(chu)(chu)安(an)(an)(an)全(quan)(quan)隱患(huan),降低事故發生(sheng)風險。 三、安全管理與執行 對(dui)于房地產(chan)(chan)(chan)企業(ye),目前處于市場下行(xing)周期,安(an)(an)(an)全(quan)生(sheng)(sheng)(sheng)產(chan)(chan)(chan)更(geng)是不(bu)容忽視,企業(ye)需(xu)要(yao)安(an)(an)(an)全(quan)生(sheng)(sheng)(sheng)產(chan)(chan)(chan)。多年(nian)來,針對(dui)公(gong)司的(de)安(an)(an)(an)全(quan)生(sheng)(sheng)(sheng)產(chan)(chan)(chan),規(gui)章制(zhi)度制(zhi)定(ding)了不(bu)少,但是事故隱患和不(bu)安(an)(an)(an)全(quan)因(yin)素(su)(su)仍然(ran)存(cun)在。原因(yin)之(zhi)一(yi)就是雖然(ran)認真(zhen)學習了各(ge)項安(an)(an)(an)全(quan)制(zhi)度、規(gui)程,但在具(ju)體(ti)工(gong)(gong)作(zuo)中(zhong)并沒有把(ba)(ba)這些制(zhi)度、規(gui)程認真(zhen)落(luo)實到(dao)每一(yi)項工(gong)(gong)作(zuo)。安(an)(an)(an)全(quan)生(sheng)(sheng)(sheng)產(chan)(chan)(chan)方(fang)面離不(bu)開每個(ge)人的(de)管理(li)(li)與(yu)執行(xing),因(yin)此,安(an)(an)(an)全(quan)生(sheng)(sheng)(sheng)產(chan)(chan)(chan)要(yao)抓(zhua)住“管理(li)(li)”這個(ge)因(yin)素(su)(su),管理(li)(li)者(zhe)要(yao)樹立(li)“安(an)(an)(an)全(quan)第一(yi),預(yu)防(fang)為(wei)主,綜合治(zhi)理(li)(li)”的(de)思想,為(wei)安(an)(an)(an)全(quan)生(sheng)(sheng)(sheng)產(chan)(chan)(chan)落(luo)實責任,不(bu)搞形式主義,不(bu)怕得罪人。在生(sheng)(sheng)(sheng)產(chan)(chan)(chan)工(gong)(gong)作(zuo)過程中(zhong),以身(shen)作(zuo)則、從嚴(yan)要(yao)求,把(ba)(ba)安(an)(an)(an)全(quan)生(sheng)(sheng)(sheng)產(chan)(chan)(chan)落(luo)實在行(xing)動(dong)中(zhong)。安(an)(an)(an)全(quan)生(sheng)(sheng)(sheng)產(chan)(chan)(chan)還(huan)要(yao)抓(zhua)住“執行(xing)”因(yin)素(su)(su),身(shen)為(wei)企業(ye)的(de)一(yi)線(xian)管理(li)(li)人員(yuan)就是要(yao)把(ba)(ba)安(an)(an)(an)全(quan)生(sheng)(sheng)(sheng)產(chan)(chan)(chan)落(luo)地,施工(gong)(gong)單位及分包單位能否理(li)(li)解安(an)(an)(an)全(quan)制(zhi)度,并落(luo)實下來,分解到(dao)每個(ge)班組、每個(ge)一(yi)線(xian)操作(zuo)工(gong)(gong)人并嚴(yan)格執行(xing),是安(an)(an)(an)全(quan)生(sheng)(sheng)(sheng)產(chan)(chan)(chan)成敗(bai)的(de)關鍵(jian)。 四、安全生產責任重大 企(qi)業(ye)就是職(zhi)工(gong)(gong)的(de)(de)大(da)“家(jia)”,企(qi)業(ye)的(de)(de)興(xing)衰,直(zhi)(zhi)接影響到(dao)廣大(da)職(zhi)工(gong)(gong)的(de)(de)切身(shen)利(li)益,只有企(qi)業(ye)興(xing)旺、經(jing)濟(ji)效益好,才會(hui)有職(zhi)工(gong)(gong)的(de)(de)事(shi)(shi)業(ye)和幸福生(sheng)活,一旦發生(sheng)安全(quan)事(shi)(shi)故直(zhi)(zhi)接經(jing)濟(ji)損失(shi)及(ji)社(she)會(hui)影響將不(bu)可估量(liang),因此,在(zai)日常工(gong)(gong)作中要(yao)把安全(quan)生(sheng)產責(ze)任擔(dan)負(fu)起(qi)來,只有不(bu)發生(sheng)安全(quan)事(shi)(shi)故,我們才能(neng)從安全(quan)生(sheng)產中獲得利(li)益。充分發揮安全(quan)管(guan)(guan)理作用,把“管(guan)(guan)理”和“執行”落(luo)到(dao)實處,創(chuang)造安全(quan)的(de)(de)工(gong)(gong)作環境,為(wei)公司的(de)(de)安全(quan)發展貢獻(xian)應盡的(de)(de)義(yi)務(wu)和責(ze)任。(供稿:安全(quan)管(guan)(guan)理部、水利(li)地產公司)
